The link for Search for more providers does not list 
Start Page and I don't see another  search link after taking the search for
more providers link. What then?

Hi Cher,
While in IE, go to the tools menu, then manage add-ons.
When that dialogue opens, arrow to search providers then tab thru the
dialogue.

How do you set start page as your default search provider in Win10 using
IE11? After reading your post, I changed my home page; but cannot see how to
change the default search provider. Thanks.

I use start page as my default search engine.  It utilizes google bot
doesn't forward your IP address to google and they do not keep your search
history.
