I had to resort to a "user hack" of the Epson 1660 drivers for Windows 7.
To my knowledge, they also work for Windows 8.
The driver is a hack for 64-bit Windows vista since Epson itself didn't
bother to come out with 64-bit drivers.  You have to run the driver in
Compatibility mode and run as an administrator when installing it.  I know
it works on my 64-bit Win 7 machine and I installed the same driver on a
friend's Win 8.1 computer.

Upon doing a further Google search for the "code 28" error, It's yielded two possible results that may help you.

I'm not saying it will, but it would seem that this is not an isolated incident. I am sorry, as I also used the Epson Perfection 1660, but since getting a new printer/fax machine/all-in-one, I've never looked back, and haven't used it since. I only had the drivers because I'm a hoarder when it comes to software and the like, and I figured that if I ever sold the scanner, they might have trouble looking for the drivers. LOL.

Looks like I was not wrong, though the conditions are a bit different. Smile.

I un-install and re-installed; change around scanner to all available USB
ports;
Install driver before I connected scanner;
Still the same.
It's windows 8.1 64 bit system.
Any other suggestions before I get more grey hairs? :-)

scanner it is, at that point we might have a better chance of finding the
proper driver.

I have the driver for a 1640 SU on hand here, but that does not sound like
what you are currently in need of or so it seems.

I install kurzweil on a windows 8.1 computer, but when I try to install my old epsem scanner to scan my mails, windows 8 wouldn’t recognize the driver. I tried doing a search on the net for the drivers, but I haven’t been able
to find any thus far.
I think it’s a 1663 scanner, but not sure.
Any suggestions?
