F9, which I think does work in 2003, doesn't initiate a send. However, if messages have been waiting in your Outbox folder, F9 will send them on their way, as well as download any messages waiting to be received. Remember, messages do not leave or arrive immediately. There is a slight lapse, which you can increase or decrease somewhere in the Outlook menus/ribbon.
Alt-s and control-enter perform the identical "send" function.
