Hi Jim,
I just had this problem. Chec and see what level User Account Control in
Control Panel is set at. If it is at 33%, increase it to 66%. That fixed it
for me. Alternatively, you can temporarily put it at 0% while you install
the program, and then put it back at the level you want. Not recommended,
though. Also, when in the window that seems to be blank. try pressing Alt-Y
and enter. That might work, but it's ot the fix of reading the window.

Subject: [JAWS-Users] I can't install any programs,because user account
control is not reading.
Hi all,
I just installed the latest jaws update. I'm trying to install malware bites
from minite. Jaws says user account control, and I should be able to tab
three times to a yes button, and hit enter, but jaws isn't telling me
anything after it says user account control. How do I get jaws to act
normally so I can install this program, because even when I tab over three
times to where the yes button should be, nothing happens. Thanks in advance
for your help. Jim
