Hi, Mike. I think you know how to create a shortcut using "properties" for the desired application. One way is to place focus on the item in the desktop and press alt-enter. The tab you land on should be "Create shortcut." If not, press control-tab until it turns up.
Using MS word as an example, once in the "shortcut" tab, press the tab key to "Run..." and you'll probably hear "Normal size window." Arrow down to "Maximize," and tab on from there. I don't find this option in Outlook, so it seems to be application-dependent.
