I've had a bit of a play with Dream Weaver.

If you are starting with a good knowledge of the structure of HTML and CSS code, it's kind of doable, but it you're starting from scratch, it might be a bit of a challenge. If it's just HTML and CSS code you are writing, a good text editor would be easier.
