I would say that broadband verses HTML is a misnomer. Broadband VS dial up. Or HTML VS text. But Broadband VS HTML doesn't make a lot of sense.
What they probably mean is that the HTML is pretty basic vanilla HTML, and the broadband is loaded up with FLASH and animations.
