Actually, a better solution is to change the configuration for just that one 
site--the chat room, in this case. While IE is open to that site, press 
INSERT+V and open the configuration settings that apply _only_ to that one 
site and make the change there. When you close this dialog, these changes 
will be saved permanently. In general, it's probably not a good idea to use 
the Configuration Manager's Misc settings dialog to do this, since the 
changes will then apply to every site you visit and you may not want that 
much control.

While you are in the chat room in question open up the configuration manager 
with insert+6 on the number row, not the number pad.  Hit alt+S and arrow 
down to HTML options.  Then control tab until you arrive at the misc tab. 
Then tab over until you hear refresh as needed and until it is turned off. 
Hit enter and save your changes.  This should make your problem go away.
