If she is composing the message in Word 2000 and choosing send to 
mail recipient as attachment, it would also have attachment showing. 
I haven't checked what happens with this method with Control-F.

I may be wrong, but I've gone through all the options in Outlook 
Express and the Accounts options and I didn't see anything that would 
cause Outlook Express to send forwards as attachments.  She would have 
to consciously send the forward as an attachment using the keystrokes 
specified above.
