There's WinTrans, the program that's distributed by the National Federation of the Blind. I don't know the exact link, but if you Google on the program name, you should find it easily. There's also a Windows interface that makes using WinTrans really easy, but I don't recall its name offhand. I'm sorry to be so vague, but I'm in the middle of rebuilding two computers and looking this kind of thing up on my own system isn't as easy as it should be right now.
