That's _very_ out of date. I realize that somewhere on the web site, those settings are still posted, but that shouldn't be taken as applying to things as they now are. I've even written FS about those outdated instructions, but they continue to appear and be quoted as gospel, even if they shouldn't be. If your particular computer and video adapter card combination requires that you use any display settings other than those that are installed by default by Windows XP (with the exception of the screen saver setting being turned on), FS should be told about it.
