You must have JAWS Pro if running Windows XP Pro. You don't need it for Windows XP Home.
I just went and looked at the available information on the FS web site and the price difference between JAWS Standard and Pro is $200, so I would assume that for an existing user of JAWS Standard, the cost to purchase a Pro license would be the same amount. You can activate JAWS without an Internet connection. Looking at the online JAWS help, I see that you can activate by fax; what they call a "trusted third party," which means someone else with an active Internet connection; and by telephone. It's not clear to me, but are you saying that your father will be using JAWS? If so, he should obtain his own copy and license, as sharing a single copy of JAWS between two individuals on two separate computers isn't legal.
