It is handled off of the start menu in windows ME. I must point out though that they have stopped developing anything at all for that operating system as of June 30 past. I believe what was already there might still be, but nothing new will ever be added from what I understand. I don't recall how ME handles Windows Updates, but if there's a link to Windows Updates on the Start Page, just run it.
