My first question is this, are you sure you're using Outlook Express and the
Windows Address Book? I'm certain you would be quite aware if you were using
Microsoft Outlook instead of Outlook Express, but you may have your OE
configured to you use the Microsoft Outlook address book and that address
book will not (to the best of my recollection) allow sub-folders.

One way to determine if you are using the Windows Address Book or the
Microsoft Outlook Address Book is to open Internet Explorer, go to the
"TOOLS" menu, activate it and select and activate the "Options" item.  Once
in the multi-tab display <CONTROL>+<TAB> to the "Programs" tab and verify
that Outlook Express is your email program and that "Windows Address Book"
is the selection for the "Contacts List" (as opposed to "Microsoft Outlook"
in both cases).

The reason I'm suggesting this approach is because when you have the Windows
Address Book open the "FILE"  menu lists "New Folder ..." as the third item
and I'm certain you would have noticed this.
