Oh!  OK, these bubbles are like the help or notification balloons.  Yep, 
should be the first itemn in the syst trey.

Usually, when those bubbles come around, there is a little pop that
accompanies the bubble.

Not sure if you knew that or not.

Anyway, when you hear that little bubble, there is usually a message that
Jaws will read out for you, unless you have that feature turned off in your
Jaws configuration manager, but sometimes, I find myself so busy typing
something out, or running the arrow up and down a document, that I will hear
the pop in the background, but just when Jaws is going to read the message,
I press the arrow key and silence it.

Anyway, when you hear that little pop in the background, just do the key
combination of insert+F11, and that will take you directly to the system
tray, where the first item should be the bubble.

If the bubble is not there, then usually it has resolved itself and no
longer needs your attention, similar to the Windows Update bubbles.

Now, you say that your problem is not being resolved, so it might be
disguised as something else in the system tray, in other words, there might
be a tray icon, already associated with your problem or notification bubble.

I hope I'm not insulting your intelligence by saying what I'm about to say,
but the bubbles don't show up in your system tray as bubbles when Jaws reads
the items in your system tray.

I'm sorry if I'm patronizing you, but I don't know how much experience you
have with computers, so better to cover all bases.

So when you do the key combination I mentioned above, the first item is
usually the bubble, so make sure of what it says and tab accordingly to
either pop up a application menu, or open the balloon up outright.
