Also check the OE spelling settings. with OE open at the inbox, go to
the tools menu and arrow up once to options, press enter, press
shift+tab to the general tab, right arrow till you hear spelling tab,
press the tab key and the first item may be unchecked.

If you check it the spell check will begin when you press alt+S or
control+enter to send the message, but as mentioned you do need word or
some other spell checker software on your PC for it to work.
 
There are other settings in this section you may wish to look at. When
done press enter or spacebar on the OK button.

You must have Microsoft Word, another Microsoft word processing program
that's part of a relatively old application whose name escapes me at the
moment, or a compatible third party spell checking program installed
before the spell checking function will work.
