Did you check the Windows event logs? Often there will be a message telling you why the service would not start. You won't be able to telnet in to the system unless the service is running. Quite often this happens because the Windows machine is not configured properly (service does not have permissions to start) or because you are using say "Home Edition" which won't allow such things without messing around and so on.
