Is there an error number (besides 1067) associated with the 'Failed to
initialize telnet TCP Service' message? Error 10038 perhaps?
Regardless, it looks to me like you have a Windows Winsock (socket) problem.

To fix this run the command:

     netsh winsock reset catalog

and then 'reboot' for good measure.

If this doesn't fix the problem then I would suggest contacting Microsoft
Support as this is not really a jBASE problem.
