I know nothing about a built-in Alerts and Reminders function for
T24, but I have interfaces for jBase to broadcast SMS messages to
management or administrators, and to make outbound voice phone
calls for reminders, event alerts, etc.

Examples:
If a report is out of balance, SMS to a manager "Report ZZZ is
out of balance. Return 123 to confirm.".  Such notices can also
be sent to account holders: "Your account is overdrawn. Please
call +999-zzz-zzz immediately."

If the backup fails, call the site admin on his mobile and
announce "Please enter a password and the star key to receive an
important notice. ... The site backup has failed.  Please press 1
to confirm or 9 to forward this message to tier-2 support. This
message will repeat."
