We have a product Proquery that we developed for our own use that might fill the bill.
The client side is a tabbed wizard written in .net and the server side is handled by JRCS. Our customer base uses it extensively, i.e. the acceptance is pretty good. Security for the files and fields available to query by the user base is via an include/exclude username model. We aren't really in the business of selling standalone products so it may take some work on your end to integrate it, but if you are interested drop me a line via sales at proman.com <mailto:[email protected]> and we can have a chat about it.
