Perhaps it has something to do with it being a laptop, or a Dell? My machine has 2 GB and my tech guy had no problem installing Win7 Pro 32 bit.

Dave, were you installing Home or Pro?

There are a few interesting solutions from Google'ing ' 0x80070570' and none of them mention anything about bad memory.

I am aware that 32 bit systems can only handle a max of 3.something memory, but thought it would just ignore any extra. Guess I was wrong.
