If you're referring to not being able to use the Win7 ODBC admin utility (*Data Sources ODBC*), it's because on Win7-64, that version of the utility only works with 64-bit drivers. To manage 32-bit ODBC drivers, you need to use the 32-bit version of the ODBC Admin utility, which still exists on Win7-64, but is not on any menus.
