Actually, I tried to run the load routine in jbase setup for just the
driver and it failed. Am I doing it wrong?

What do you mean by "/will not load/"?
If you're referring to not being able to use the Win7 ODBC admin
utility (/Data Sources ODBC/), it's because on Win7-64, that version
of the utility only works with 64-bit drivers.
To manage 32-bit ODBC drivers, you need to use the 32-bit version of
the ODBC Admin utility, which still exists on Win7-64, but is not on
any menus. Look for *odbcad32.exe*under /C:\Windows\SysWOW64\/
