JBT is designed to tolerate temporary loss of connection. If the network is 
down, TWS will reconnect when the network is up, and signal that to JBT. JBT 
will automatically do the necessary clean up, and continue trading normally. 
There is no need to restart either TWS or JBT if your network is down. Even 
if you reboot your cable modem, both TWS and JBT should be able to recover. 
If you look in your JBT report event at around the time when your network 
misbehaved, I bet you that you'll see log messages that JBT has detected it 
and handled it. 

So, in summary, I believe JBT acted exactly the way it was designed. 
However, if after rebooting the modem TWS was running normally but JBT was 
not updating, that would be a problem. Please post your event report, so 
that I can see what was going on.
