Point JAVA_HOME to a JDK distribution that is compatible with the Sun layout(has javac in lib/tools.jar) and this is included in the system classpath by the run.bat and run.sh start scripts. If no such VM is available, explicitly set JAVAC_JAR to the compiler jar.
