When I worked on the testsuite a couple of months ago, I put in the ability to control 
the timeout, iterationcount, beancount, and threadcount from a local.properties file, 
with defaults set in testsuite/build.xml.  This has disappeared without a trace from 
the build files and since there appear to be plenty of tests timing out, I'd like it 
back.  After looking for a few minutes, I don't see how to do this.

I would like a local.properties like file in the testsuite directory to contain these 
properties, since I usually run the testsuite from testsuite/build.sh.  I would also 
like the tests targets to print these properties for easy reference.

Any advice?
