Jason,

I can write you a shell script to normalize file names (although I am not sure 
what to do with IBM's choice of an html format) and locations, but 
manipulating the text of the files would be problematic for two reasons:

(1) Licenses obviously cannot be changed.
(2) Vendor updates to the READMEs cannot be regulated outside of an
explicit contract with the vendor, in which case the responsibility
falls on the side of the vendor to format the file appropriately.

But perhaps I've misunderstood the request.
