Take a look at my thoughts so far: http://linuxintegrators.com/blog/acoliver/code/?permalink=0131.html (though I'm trying to solve problems specific to JBoss and don't really discuss the mail-specific elements as those would be at another level).
I am interested in helping out with this project. I've read your suggestions on using XUL to render the web GUI and while I don't have any experience in using XUL, my gut feeling is that a much simpler Struts/Tiles based web application could provide all the layout you need and still hide a lot of the jmx complexity. Additionally, what I think would be a nice addition to this project is a webmail application that allows the end user to configure their spam protection preferences (view/edit whitelist and blacklist addresses and greylist emails a la TMDA). This would allow end users to immediately see the benefits of JBossMail for spam protection as well as give the project a lot more visibility.
