It works fine for me in eclipse. Still not tried authenticated
access yet though.

Steps:
Window/Open Perspective/Other/SVN Repository Exploring
Click "Add SVN Repository"
Enter the url, etc.
Expand HEAD
Right click the project you want and check it out.

But, I've never liked the "CVS Blame" in Eclipse.
