I use linux, but my equivalant $TOMCAT_HOME is set to the base directory 
where tomcat was installed.  In my case /opt/tomcat ......  in your case 
C:\jakarta_tomcat.  Is this an issue of upper and lower case?  Not sure, 
but I know in linux, TOMCAT_HOME must be in all caps.
