There could be several issues, including misconfiguration.
I've had this when Cloudscape was not running. Make sure you have started
the Cloudscape database and it is populated.
To start the database, you need to go to j2eeskd bin directory (or
something of that sort) and start Cloudscape. Another issue to consider,
is that you should start Cloudscape server before you start JBoss, or
reconfigure JBoss' naming service to start on a port other than 1099 --
Cloudscape is using the same port.
