I don't think we provide pt_BR localization for some parts, the most translated parts are in french and Italian thanks to contributors.
For pt_BR we have the previous UserPortlet which is translated partly, but that's about it. All the localization is the same mechanism for all languages. There is just no translations for every languages and every parts.
