I haven't tried this before. Maybe someone else has an can post a reply. Possible long shot: add an error-page tag to the globla server/xxx/deploy/jboss-web.deployer/conf/web.xml file, and place the referenced html file in the server/xxx/deploy/jboss-web.deployer/ROOT.war directory.
