Also you need to turn off the CMS Publish/Approval Workflow feature
The CMS Publish/Approval Workflow feature can be deactivated by commenting out
the ApprovePublishWorkflow
attribute of the portal:service=CMS mbean in
portal-cms.sar/META-INF/jboss-service.xml:
