IMHO you should check the headers of your pages:

  |     xmlns:h="http://java.sun.com/jsf/html";
  |     xmlns:f="http://java.sun.com/jsf/core";

  |     xmlns:s="http://jboss.com/products/seam/taglib";
  | ....
  | 

I also use the firefox plugin "webdeveloper" to check server response:
configured language, encoding, content-type, compression..
