You can try a nightly snapshot instead:
http://hudson.qa.jboss.com/hudson/job/JBossSeam/lastSuccessfulBuild/artifact/jboss-seam/dist/jboss-seam-2.0.0-SNAPSHOT.zip
as this shouldn't require net access to run seam-gen. (Post back if it does).
Or, apply this patch to CR2:
