Hi Peter, I've occasionally seen something similar happen in my development server (also JBoss 3.2.1 with Jetty). Oddly, hitting the <Enter> key while in the console frees it up again (and releases a backlog of Log4j messages from "on-hold" requests).
No idea why it happens, and cannot replicate at will. It doesn't appear to be using any significant number of CPU cycles during that time, and with little activity on a server that is usually only up for a few hours I cannot imagine that there would have been any significant GC activity.
