Is JCS for real?  This all seems very un-apache like.

I'll guess because the file isn't in your classpath.  Try putting a
leading slash in front of the name:

JCS.setConfigFilename("/testcache.ccf");

If that fails try using the default name first (cache.ccf) and see if
there's a problem setting alternate config names.
