cannot open load file

My config:
        jde-2.1.5
        bash 2.02 for solaris x86
        emacs 20.3.1 for solaris x86

I got the bash shell and emacs from sunfreeware.com and they work fine. I
setup the jde as per the unix installation instructions and when I start
emacs I get the error message:
Error in init file: File Error: "Cannot open load file", "jde"

Any ideas?
