A few years ago I found a solution to this problem with Trumpet Winsock,
in my win3.x times...

I just went now to their site, an in one of the FAQs I could read:

How can I use the Winsock offline?

With version 2.1f and earlier, the Winsock can be configured to
operate offline by setting the following:

1.Internal SLIP in the File/Setup screen.
2.No automatic login in the Dialler/Options screen.

Note: A new feature, Dial on Network Activity, was added to version
2.95 beta 7 (Trumpet Winsock for Windows 95). With this feature, the
Winsock loads offline and only dials when an application tries to contact
a remote host. This will also be made available in future releases of the
16-bit Winsock, making offline work a lot easier.

...which is obvious. 

In my last mail, I left a URL to a company that has some demos of winsock
spies. I bet that they allow loopback connections also.

Any way, I don't see any problem in having a normal winsock, but not
making references to unknown hostnames (not in HOSTS) , nor non local
nets...
