True.  However, you can get back to the point where the
cursor was before the scroll operation by setting mark
(C-SPACE) before scrolling, then doing C-x C-x to get
back there.

If you are using the scroll bars, there is
probably a much faster way to get where you want to
be in emacs.  I use C-v (scroll one page) or C-s (search)
to move from point to point quickly.
