Just tried to load the new jde 2.2.4 and had a problem caused by line 51
of jde.el
jde.el:

It looks like it was something added to prevent xemacs problems. I'm
currently running emacs 20.6 on cygwin.
I was just wondering what package I am supposed to have to get the
eval-when function.
