I know of at least two that existed prior to 1990 that ran on a CDC Cyber at RUB (Rhur Universitat, Bochum) and iirc mehlbox and others on systems at Kometh also had such features. now they were in Europe so they might not count officially but I did install mehlbox and the Bochum chat/email on several compters in the states around 1989.
