It's not cheap to host a "central" Jabber server. So far, we've been lucky -- good people have donated bandwidth for jabber.org, we've used what monies the JSF has gotten to purchase a few machines. Even so, we're pretty limited in terms of the amount of hardware available to throw at hosting a big Jabber server of the size that people want.
Besides, the whole _point_ of the Jabber project is that there should be a host (pardon the pun) of decentralized Jabber servers, like email.
