I ran into the exact same problem. The custom namespace solution was the only way I could find to solve it. It was both klunky and
awkward. If you find a better solution PLEASE let me know :)

Section 7.4 in xmpp-im-20 (roster management) says that roster changes have to be pushed out to clients that have requested the roster.
May be the best approach would be for privacy to do the same. If a list is added or changed then the changes are pushed to all the clients that have requested the privacy list.
