Do you mean you would like it to be implemented by the
end of September? Also, how is Helix going to help
Jabber? Would voice be transmitted using Helix codecs,
or something like Speex?

i don't "like it to be implemented" - it must be implemented due to the grant we got - the grant is tied to successful implementation.
helix is a platform and API for media production, distribution and presentation. this means it simply provides all those things one needs to capture, encode, transmit, mix on server and present media.
helix primarily uses RTP to deliver media, but plain TCP piping is possible, too. the api is huge and good.
the project implements a client and a server component. the server component is loaded through the helix server, upon load-up, a helix server loads plugins, one of those plugins is a jabber component connecting to the jabber server - this works already.
the helix api is codec independent, right now the guys from xiph.org add codec implementations to use their codecs, so speex will actually be available as target codec, yes.

need further informations?

So,

There's a lot of talk about voice chat... but when
will it be implemented. Instant Messenger's are
-incomplete- without voice chat.
