I vote for another system: 3) Supported JSF Projects. This is a mix of 1) and 2), but it looks mostly like 2). The big advantage of this system, is that it can handle many projects, with less JSF efforts.
Sorry but your suggestion does not sound like 2 at all, its simply 1 with a few added things to certify like stability, ease of use etc, rather than simply just protocol compliance, which sounds like a good compromise to me.
