I was recently trying to convert some Java code to C# (to use SharpZipLib), and I found the 'noHeader' parameters of the Inflater constructor _HAD_ to be correct otherwise nothing would work. AFAIK: the Java implementations have something similar, so you might check that those values are correct too.
