We built a Windows sample app for libjingle. Originally with
libjingle-0.1.0, then libjingle-0.2.0. Both versions of libjingle
interoperate very well with Google Talk clients if used over Google Talk
servers.
I dont know how much libjingle and the JEPs are related, but libjingle
and Google Talk are.
