No sooner did I hit send then did I discover Jive's unsubmitted proto-JEP "Phone Integration". I now see that this functionality is implemented as an XMPP server component. I've also discovered that an extension to the user's presence was used as apposed to PubSub because at the time of it's creation Wildfire did not support PubSub. I assume that if this extension were to be done now PubSub and XEP-0163 would be used.
